Gwilym describes the chaos that was because no one knew how things should be done properly, but the workforce was good, only that there was a balance between commitment and accountability and labor rights, which generated completely unmotivated staff. The solution to this problem was to develop employment policies in collaboration with managers, employees and HR professionals, working together and chart the way forward for the betterment of the organization.
