It analyses the theoretical underpinning of the New Zealand public management reforms, particularly the distinction made in New Zealand between accountability for outputs of public services as opposed to outcomes. While there are numerous articles and publications describing the New Zealand reforms there are few which have sought to evaluate this underpinning.
