Resumen: In this thirty-first annual report, recommendations on annual wage increases are made for the highest civil service level (SCS), senior officers of the armed forces, the judiciary and senior managers in selected organizations of the National Health Service (NHS) in England. As is our usual practice, we devote a separate chapter to each of these groups of competitors. In this general introductory chapter presents background and considerations, including information on the economic situation.
