The text identifies policy commonalities in all areas in which public management initiatives have been started since January 2003. The text argues also that a critical challenge faced by the new government in the public management domain is to overcome the fragmentation and lack of articulation of these initiatives, as well as to provide co-ordination to the governmental efforts in this field.
