It focuses on developing countries in particular, especially those most in need of wideranging reform that also face obstacles that seem insurmountable. The study approaches CSR in concrete, practical terms; it is addressed to national reformers not only within the public sector, but those active in the business world and in civil society organizations. It is also a tool for development professionals in donor institutions.
