Resumen: The Philippine Civil Service was formally organized in 1900 through Public Act No. 5 establishing a system responsible for civil governance and public services delivery in the Philippines. The country was then under American Colonial rule and the Americans transplanted its public administration system, including public personnel administration to the country.
