Resumen: “E-Government at the Crossroads”, the second World Public Sector Report, has been shaped by the results of research, including those of the UN Global E Government Survey 2003, the most extensive world survey of e-government to date. Its point of departure is the question “What makes e-government application meaningful?” formulated in response to requests from Member States of the United Nations for advice and technical expertise concerning the application of ICT in their government operations.
