The purpose of this paper is the analysis of the changes produced in the Civil Service systems of a group of countries within the OECD. Three clarifications are necessary to define the scope of work. The first one relates to the same subject matter of the analysis and, specifically, with the notion of reform. The second has to do with the references used to compare experiences. The nucleus of the same is the one made up of the eleven countries included in the terms of reference of the assignment: United Kingdom, the U. S., Canada, Japan, Spain, Italy, Germany, the Netherlands, Belgium, France, and Sweden. Finally, it should be mentioned concerning the temporal analysis. The period time in question is basically that of the last two decades, which have focused processes far-reaching change in the public sector in some of these countries.
