Resumen: The text is organized as a comment of Lula’s government first semester in the area of public management. The text identifies policy commonalities in all areas in which public management initiatives have been started since January 2003. The text argues also that a critical challenge faced by the new government in the public management domain is to overcome the fragmentation and lack of articulation of these initiatives, as well as to provide co-ordination to the governmental efforts in this field.
